Please advise the Goulds attorney that a copy of the complaint form in the referenced violation file can not be provided as requested. As per direction from the office of County Counsel, the document is exempt from what is commonly referred to as the Public Records Act. California Evidence Code section 1040 and 1041 and a subdivision of Government Code section 6254, permit the County to specifically keep confidential both the identity of a complainant and the information transmitted including the complaint form.
